Neutrus Agora is SKY's central meeting place.

SKY (in Finnish: Suvereenivaltioiden Kansainvälinen Yhteistyöjärjestö (Sovereign States' International Co-operation Organization)), before IVKY, is an intergovernmental organization founded to organize co-operation and mediation between states and governments. International criminal justice system which includes the International Criminal Justice Court which mediates disputes between states, as well as the SKY General Assembly and SKY Emergency Meeting, fall under the jurisdiction of SKY.

SKY owns an island in the north of Ansvand and west of Union Dodecahedron. The island is international territory where fighting and terrorizing is strictly prohibited under the founding declaration of the organization and international martial law. The center of the island is the city of Neutrus which is an intergovernmental meeting place.

If all current SKY member states unanimously recognize a state seeking independence as independent, it is considered a SKY member state.
